
Africa has made huge strides in digital transformation in the past few years. For example, over 160 million Africans gained broadband internet access between 2019 and 2022. As the continent embraces digitalization, cybersecurity is becoming an increasingly pressing concern.
Recognizing the need for a coordinated approach to cybersecurity, Smart Africa recently launched the African Network of Cybersecurity Authorities (ANCA), a groundbreaking initiative aimed at fortifying the continent’s cyber resilience.
ANCA’s five-year roadmap is an enormous step forward for African cybersecurity, establishing a unified framework to help countries combat cyber threats that transcend traditional borders. Let’s examine the ANCA’s mission, strategic objectives, and potential to transform Africa’s cybersecurity landscape.
Why Does Africa Need a Continental Cybersecurity Strategy?
It’s important to recognize that cyber threats are global challenges requiring international cooperation. Collaborative international efforts have dealt the greatest blows to the cybercriminal underworld, such as the disruption of LockBit. As Africa’s burgeoning digital economy makes it more vulnerable to threats, Smart Africa realized the continent needed its own collaborative organization.
The creation of ANCA reflects Smart Africa’s commitment to addressing the cyber threat. It is a coordinated and proactive approach that responds to a growing demand for cross-border collaboration in cybersecurity, enabling African nations to share intelligence, align policies, and, ultimately, strengthen defenses.

ANCA’s Five-Year Roadmap: A Vision for a Secure Digital Africa
At its core, ANCA aims to build a secure and trustworthy digital ecosystem for the African continent. Its five-year road map outlines key strategic pillars to help achieve this goal.

In view of that, ANCA has adopted its Constitution and a Five-Year roadmap to guide continental-level cybersecurity development. Policy and Regulatory Harmonization
Much like GDPR in the EU and NIST in the US, one of the ANCA’s primary objectives is to align cybersecurity policies and regulations across jurisdictions. Disparities in legal frameworks act as a barrier to effective cybersecurity – by creating uniform cybersecurity legislation, ANCA aims to create a seamless regulatory environment that strengthens continental resilience.
Strengthening Cybersecurity Infrastructure
ANCA will support the development of national Computer Emergency Response Teams (CERTs) and foster an intelligence-sharing culture among member states. Moreover, Morocco has committed to hosting a regional CERT that will serve as a hub for cyber incident response and capacity-building.
Capacity Building and Workforce Management
The cyber skills gap is as acute – if not more so – in Africa as it is anywhere else in the world. ANCA’s roadmap includes initiatives to train and upskill cybersecurity professionals so that organizations – be they in the private or public sector – can access the talent necessary to protect themselves. Through technical assistance, workshops, and educational programs, ANCA hopes to cultivate a generation of skilled cybersecurity practitioners.
Public-Private Collaboration
Public-private collaboration is a core tenet of any national or international cybersecurity strategy. It’s a big part of the EU’s NIS2, for example. ANCA hopes to promote this type of collaboration, leveraging expertise and resources from the private sector to accelerate cybersecurity advancements and drive digital security innovation.
Global Engagement and Advocacy
Establishing Africa as an influential voice on the global stage is another of the ANCA’s key goals. Aside from collaborating internally, Smart Africa wants the continent to benefit and contribute to collaboration efforts, advocate for its cybersecurity interests, and shape beneficial policies and frameworks.
Looking Ahead: Challenges and Opportunities
Although the ANCA shows great promise, its success relies on overcoming funding, political will, and technical capacity gaps. That said, it's also an unprecedented opportunity for Africa to take control of its cybersecurity destiny. If the increased investment in cybersecurity infrastructure, greater regional cooperation, and strong stakeholder leadership outlined in the ANCA come to fruition, it has the potential to set a new, improved standard for cybersecurity in Africa.
All in all, the ANCA is a huge milestone for cybersecurity in Africa and around the world. It represents the global realization that the cybersecurity threat is serious and ubiquitous. Initiatives like the ANCA are not just addressing today’s cybersecurity challenges—they are laying the foundation for a safer, more connected, and digitally empowered world.
